Missing KEBC parts.
All the parts of my KEBC that are inside the belt cover are missing. How will that affect the operation of the bike cause I'm still not exactly sure what the function of the KEBC is?

Ok, above 3MPH the actuator rotates a fork so that as you decell, that bearing you see on the end of the Primary comes to rest against it and holds the shieve against the belt keeping it engaged to use the engine as a break on decel. Below 3mph the actuator rotates the fork back to its park position and the shieve opens letting-go of the belt.
Without it, you will still have engine break but as you decel down to about 8mph it will disengage from the belt and freewheel. That's all. If you blip the throttle back up it will re-engage.

so is that the sound here when I come to stop kind of like "rant rant"
I say this because I never noticed it until after I changed my belt
and primary spring,

Well, if you got good ears...which I don't, you could hear it when you decell below 3mph move to the disengaged position. When you turn the key off, it cycles once to park position to assure it is off for the next startup. At the end of this video you can see it do just that.

So would it be possible to install a switch to shut off the kebc? The idea would be allow coasting at low speeds with the switch off and normal operation with it on.
Yeah, why would I want to do this? Well, right after I got mine I was going down a steep down hill grade in 4wd, I released thethrottle (habit from my old days of riding dirt bikes) well, it started to slow down then the engine braking kicked in hard. I went over the bars and the quad tumbled down after me end over end. Thank god I fell to the right and the quad went to the left.

Glad you are OK. Yoy will have engine braking with or without the actuator down to about 8 without. There is no actual brake, its just the ratio reduction between the drive clutch and the driven clutch (Primary & Secondary) when the belt is engaged. If the CDI doesn't het the correct signal fron the potemeter, the error code goes ot and the flashing lights start so a switch probably wont work.
